2.8 litre and 193BHP???

Did the 2.8 six really produce the same power as the old 2.5 or was BMW being coy for the then current german tax bracket? The 328i/528i had performance well beyond that of the 2.5 litre cars that came before, and I'm not sure it can just be explained by extra torque/longer gearing (The 528i's figures were almost suspicious!)
