The problem can be attributed to several factors:

1. Websites created entirely in Macromedia Flash are unlikely to achieve a good ranking with search engines, despite the prolific use of meta tags and keywords.

2. They are not accessible through any other browser/media viewer (mobile or PDA) unless a PlugIn is downloaded (and normally only with a PC).

3. There is no state management - if you hit the browser Back button you get to view the entire animation again.

However, Flash can be very effective in web applications for discreet pieces of animation amongst HTML. They can often have a smaller footprint (download size) than animated GIFs.

Flash does not have to be a large download, but anyone creating an entire site using it will definately suffer the consequences, especially as a tailored website using CSS and HTML will have a small footprint and can be tweaked for maximum ranking in search engines.

And don't get me started on page caching!

Unfortunately my company is unable to provide development services for small websites, only large data driven enterprise sites

All teh above is true. But it must be said Flash isn't all bad as Korma points out just do not build you whole site out of it. Not only do search engines not like it, many old spec browsers will not allow it.

You need to know your target audiance and as you are targeting Joe Public at home who needs a door, likely hood is they will not be highly teched up, look at my dad, h eloves the web for buying books, stamps (don't ask) and investigating stuff but he has my old PC so is not fully up to speed in allowing certain technologies etc and something like a 100% flash site would bamboozle him, and many others which means he turns off.

As regards the boo.com comment above, the site design was a very minor part in their failure. You should read the book 'boo hoo' which all about their rise and fall. Absolutely fascinating reading and an ideal way of learning how to burn loads and loads of cash in a true brewsters millions style. Cannot recommend this book enough, an absolute page turner.
