Sticking rev counter

Have put a deposit down on an M3 Evo, it has a small issue whereby the rev counter needle sticks at 5k rpm for a second or so before continuing its motion.
This seems to be an issue in the instrument cluster, but anyone got any thoughts on where to start? Is it possible to swap just the rev counter out of another one?
