I read your post, you don't understand what I'm saying though. Its not cold calling if you agreed to be called in the first place, so whether you are on the TPS list is irrelevant. If the person got your information from the insurance company (most likely source) then you might find you consented to be called by these companies. The insurance companies are generating a lot of income by passing these details on.
