In the end all the government computers will have to be reprogrammed with some sledge hammers. It was much better when they ticked and stamped things, they understood that and it was completley useless but kept the civil service types off the streets.

What did the owners of this fleet of dangerous cars waiting to siege the world with their terror see this article and go "Now lads. NOW nis the time. Lets seize the day with our dangerous killer cars..."
