Do you think this is deliberate?

I've never really understood why Plod get all uppity when it comes to altered plates. The purpose of number plates is to identify the car and if the owner changes the spacing of the letters or the position of the screws to make a recognisable "word", then surely it becomes MORE identifiable?
eg: "I was nearly run down by a big black car"
or: "That tw*t in the AMG Merc with the "DUD" number plate nearly killed me..."

Why not save up an dbuy a propper personal plate, one that say's something without messing the letters around. If you want to fix the letters by adding screws, why not just add letters as well, hell, forget that, just get some letters you like, and arrange them to say whatever you want, and stick that on the car! Same fine, but looks cooler,
"XX53 XXX"
after you discard all the letters and start again, becomes...
"GATSO ROCKS"
Though maybe you can make up something better using the dictionary

Would you believe I found another such dodgy plate, again at my place of work?
One of the characters is a very non-standard ‘4’ (it’s the other version that almost resembles a capital H) with a screw perfectly positioned underneath the left side, to make it look like, oddly enough, a ‘H’.
And guess what? It’s on another Merc
I can get a pic if someone really wants it
