Does anybody know if a residential building owner (eg, an owner of a block of flats) has to provide some means of receiving a TV signal ?

The block of flats is in a conservation area so dishes of any kind are not allowed and the existing NTL service is bveing terminated leaving the occupiers with the choice of paying for a full NTL contract or using an indoor aeriel which isn't feasible.

Just need to know if I need to provide a TV aeriel and boost amp for all the flats so they can see channels 1 to 4.

Unless its in the contract, no, but then you'd have a building full of pissed off residents who would then start complaining about everything.

Its not expensive to install an aerial and amplified splitter, the difficult bit is plumbing the cables through the building.

If they already have NTL (presumably a free basic service until now) then there will be coax already laid, I can't imagine they would want all their wire back. It would "just" need taking the cable (up?) to an equipment cabinet.
