Are 20 Limits Enforceable?

Bear in mind there are two types of 20 mph speed limits.
(1) 20 mph Zone created by Order of LA and indicated by a rectangular board with black edge containing therein a red roundel with 20 inside. Underneath black letter "ZONE" That is at the entrance - on exit similar but wording ZONE ENDS. Can only be brought in if accompanied by traffic calming mesures - humps, pinching etc with criteria just exactly where.

(2) 20 mph speed limit also brought in by LA Order.
The authorised sign for this as far as I am aware can again be a plate with the red roundel and 20 etc and can have the legend "school" on it. I also understand that the roundel can be of lesser size than the normal 30 sign we are used to. If there is a black border around the outer edge of the plate it is one of two things:
a. It may has been authorised as a sign by Sec of State, or
b. It is an illegal sign as speed limit sign plates do not have borders. It was the fact that this was present that allowed the two Police Officers up here to get off speeding charges couple of years ago.

One would have to check the Bible of DofT Traffic Management Department to see if SofS had authorised the sign of which I am doubtful.

An advisory sign on 20 mph is in the form of a landscape plate, black border, words Max Speed and 20 figures (no roundel) used at a bend or other hazard.

Ok DVD, Got it, still haven't managed a piccy yet. Give me a little longer,(I don't travel these roads everyday and I can't pick my time) as far as I can remember the rectangular sign with a black border is the one but with a very small black roundel within it with 20 inside. No-where is there a regular 20 mph red roundel.

I remember reading an article on the ABD website about 20mph limits and zones. I've just had another read of it and think I can see a possible reason for the confusion.

According to the article, the 20 mph Zone is designed to be self enforcing (hence the traffic calming measures).

Is it possible that 'self enforcing' is being confused with 'not enforced by other means' which in a round about way makes it somewhat advisory (unless you value your suspension).

But....

I have never seen a 20mph limit sign that has been correctly signed. They are meant to be lit, aren't they? They never are.
