If ANPR can pick up illegal number plates to allow fines to automatically sent, you have to wonder what those plates are illegal.

There's no cure for stupid when driving offences are involved.

Late 1990's I nicked a guy for a Pos Alco / OPL - well over the limit, around double IIRC.

Once he was charged and bailed to court, he asked if he could ring his Mrs to come and collect him.

She turns up, front desk shouts up that she's here and she's drunk.

Surprise, surprise she is nicked for Pos Alco/OPL and is well over too, meanwhile hubby rings for a taxi and leaves her.......

She is charged and bailed for court and asks if she can ring her husband to collect her, we tried to explain why this was a bad idea and to ring a taxi but this was ignored.

We shortly afterwards got a call from S Yorks to say they'd nicked him ( again) en route so she may need that taxi..........

Here in Switzerland number plates can only be issued by a local government vehicle registration office. You cannot obtain number plates without the insurance company transmitting the VRO an electronic cover note, and providing full ID and proof of legal residence if not a citizen.

If you subsequently don't pay your insurance, after 14 days the insco informs the local DVLC office. They then write to the registered owner, with a message "please pay your insurance in 14 days or return the plates." If the owner still doesn't comply, some rather large persuasive gentlemen visit the home address of the vehicle owner and retrieve the plates. If the owner is not at home, they ask around and soon find out where s/he is, and are exceptionally patient, or at least until the person in question returns home wink

The vehicle is then effectively SORNed, not legal to drive on the public highway, and has no legal number plates. ANPR cameras soon pick up those who have legitimate plates which have been reported stolen and affixed to such vehicles.

Of course such a process relies upon a dependable ID card system (obligatory for most daily adminstrative tasks, healthcare, tax, benefits, property ownership/rental, etc), which is sadly lacking in other countries, who apparently prefer their 'freedom' to protection from crime and abuse.
