Send the details to both the care agency and tell them you will inform the Care Quality Commission. Part of their site states
"You will be protected from abuse or the risk of abuse, and staff will respect your human rights"
"If you, or someone acting on your behalf makes a complaint, you will be listened to and it will be acted upon properly."

I have no advice to give but I sincerely hope this dispicable individual eventually gets what's coming to them in one form or another - and that your mother is OK. Good work spending the time definitively proving that the thieving was taking place. Shame that nothing appears to now be doable via the Police.
