I think there's a couple of problems with the "Merge in Turn" principle. The main one being that most drivers do not understand what it means. Perhaps this could be managed by using some simple image along with the merge in turn instruction.

When the majority of drivers realise what's supposed to happen they may be a little more neighbourly to those in the soon to be closed lane. In fact, they may still be in that lane themselves.

The second problem is the queue of traffic running up to the lane closure. I have read somewhere (I'm too lazy to google it to quote sources but don't want to claim this idea as my own smile) that a way to solve this is to reduce the speed limit a certain distance before the merge - perhaps control speed with SPECS and following distance with the painted chevrons? Complete the merge then increase the limit, only slightly. This reduces the opportunity for bunching up.

I don't think simply adding a paragraph to the Highway is really the way forward. As much as I enjoy reading it from cover to cover every 6 months, I suspect the majority of drivers haven't read the HC since they past their test.
