You clearly know very little about MEWPs. There is a lot more you have to consider than centre of gravity. In fact, COG is rarely an issue as it is extremely difficult to tip one when extended due to the counterweight, outriggers (if fitted) and electronic sensors on certain platforms. The biggest risk of toppling is when moving it or being unaware of its weight and the ground conditions.

The training is not particularly difficult if you have a moderate amount of common sense. To get an IPAF card (which is universally recognised) to operate a self propelled boom you need to do half a day of theory, a multiple choice exam and a practical training and assessment in the afternoon. It is not difficult but there are many things you are taught that are easily overlooked without proper instruction.

A few minutes instruction is woefully inadequate. The boss sounds like a pillock and the hire company are just as bad. I'm also surprised that the event went unrecorded. A MEWP falling over must draw a fair bit of attention and getting it back on four wheels is not something that you could normally do quickly before the site manager realises.
