As an example when I worked at BAE in Rochester they made a HUD which had 4 individual bolts (ITAR items) in it which made the whole HUD an ITAR item, restricting it's sales to other nations.It got the point where BAE, amongst others, actively avoided buying items from the US for new bits of kit purely because of the ball-ache ITAR can cause and due to the amount of non-US companies doing the same, lots of US company's are losing money over it so Trump has mentioned he will look into a regrading of the current set-up (under Arms Regulation heading in Article).
