I cannot imagine that if any Federal employee had actually been threatened in any way that the article would not have reflected that, so it would appear that no threats have been made.
As for 'experts' declining to comment, that's a pretty transparent piece of misdirection. CNN could have contacted a hundred of these 'specialists', and if three or four were sufficiently paranoid as to decline to comment, there's their story. It doesn't mean that Musk has or would threaten any of them in any way.
But of course thats the plan, intimidation...

Smells like Rolling Stone is trying to justify the job as benefiting American taxpayers, when in reality it is an abstruse component of the foreign aid bureaucracy.
Either way, it doesn't matter. The incoming administration will have its own priorities, and it doesn't look like her role is a good fit with them.
