Restoring Mirror Frame

Anybody have any advice on how to go about restoring this frame? It's a Woden frame with a design which I think is some kind of plaster (I think?) on a wooden frame.
Ideally want to just want to paint the frame so want to sand it down as the gold is flaking off so can't paint directly otherwise it won't work well.

It will be plaster on timber made using a mould. You can buy kits to repair them which work by taking a mould of a good bit so you can repeat it for the damaged one but I've never tried this preferring to bin the frame and make a new one.

For that style of frame it should have swept corners really which would tidy it up a lot. If you want to paint it you'll need to be careful sanding it as they're quite fragile and you will end up with a right mess quite easily so I'd try paint stripper first although it may ruin it. Personally I'd start again!
