I met a guy last year and he ticks every box for this. He lives on a council estate, entire back garden (and he has expanded into his neighbours) converted into kennels. It's well done, but the barking and noise - this is a crowded council estate and from the pics I have seen on FB every person on the estate is at it.
Also they have some woman who comes round to "service" the stud dogs when they are "at it" in some way. She must be off the "council filth" scale in every way.
Oh yes - the dogs are "bullys".
It must be utter misery for everyone else on these estates.

Puppies are going for stupid money lately, hence the increase in dog theft. We bought our pedigree Westie for £750 ten years ago, nowadays the very cheapest non-pedigree is £2.5k. Pre-Covid they would have been £1-1.5k max. Some of the trendy breeds, dachshunds and the like, you seem to be able to name your price.My neighbours has a visitor who's been bringing their dog up the last week. As someone who is a fan of less rather than more government oversight on our lives even I think there is a case for breeders to be licenced.

I think you need to do some more digging and report back with further information on this fine sounding young filly .

4 years ago Mrs Jim found a Burman cat (a fluffy white one) for free on gumtree and decided that she wanted to give it a home, we drive over with the carry case but fully expecting to view and return after current owners say goodbye etc.My neighbours has a visitor who's been bringing their dog up the last week. The thing that answered the door spun a story that it was a friends that had used her to breed kittens but had lost the last batch and no longer wanted her and they decided they didn't want her either! (lovely people). This Cat was 9, was skin and bone but the worrying thing we saw was the cage she lived in and her willingness to just walk straight into our carry case. We worked out that in her 9 years she would have netted them approximately 100K given the breed etc and as soon as she wasn't earning the wanted rid.
A few days later at the vets we found out she had severe ovarian cysts and left any longer she would have died, we had that sorted and put on a proper diet but her temperament is very relaxed and she's healthy now but won't let anyone pick her up.
I digress but breeders like that are council and should be regulated but I'd imagine it being hard to initiate unfortunately.
