Fog light wiring

My MB Vito has front fog lights in the bumper as well as the standard ones in the main light units. However at some point in the past the wiring has been removed, presumably when the bumper was damaged then repaired.
I'd like to get them working but can't see any surplus wires anywhere. The ones in the main units aren't working either so I assume the circuit has been broken.
I wondered if anyone could suggest how these things are normally wired up?

I've looked at pictures and it seems both lower and upper fog lights should be on together.

Have you checked the fuse?
does the dash Fog warning lamp come on when you switch them on ?
usually they are in the headlamp on vitos so possably they were never wired up and the extra lower ones come from a differant model ?
