Oh yes.

My father is from that area and he always goes on about how awful it is, having only been there as a child I had no real opinion until I went there for a funeral in about 2014. My word what a horrible, bleak, drab place it is. Much of urban and suburban Britain is utterly dismal but that area takes the cake I think.

L156 RAY spaced as L15 6RAY on a BMW X1.

Had the 6 fiddled with to try to make it look more like a G. Also had L GRAY printed along the bottom of the plate, so i'm guessing Lisa, Liz, or whatever.
