Would the below be an MOT fail? The car was registered in 2013 so the front fog light isn’t a requirement but if I kick the bumper with my foot it is only loose lightly but doesn’t feel like it will come off.

It would be fine as long as there’s no jaggy edges which would injury a pedestrian.
