Insurance categories are applied to vehicles "written off" by the insurer. You could own a GT3 RS worth £90k, crash it, make an insurance claim for £40k and it would not be a category anything (because it wasn't written off). A stolen car is temporarily a category Z car - but otherwise I can't see the significance of your comment regarding the police.Should be on insurance register then....judging by Police presence .
