E39 523i Touring Problem

Recently bought my first E39, a lovely 1997 523i Touring.
My mother's neighbor had owned it about 18yrs, I've always admired it. Knocked on his door one day to say 'If you ever want to sell...' He'd just bought a 25K mile 2003 E46 325i, so we did a deal on the E39 the next day!
It sailed through it's MOT but there is an issue.
The car seems to slightly 'judder/hesitate' at about 1500 revs. It feels like the car is towing a trailer with slightly oval wheels!
It went to an independent BMW specialist who sorted a brake that was sticking slightly.
The hesitation issue is still there though.
The MPG is pretty horrific around town, 18MPG or so, but not sure that is actually related to this issue.
Any ideas where I should start with finding the problem?
