A regular hybrid has a small battery charged up by the engine and by energy recovery, but a plug in has a much larger battery to e charged from the mains. Maybe only a small part of the battery can be charged by the engine otherwise when you get home there will be no capacity to take a charge?

I think you have the choice and that's why it's useful.

Going home? Plug it in ready for the next day. No time to plug in? Charge on the move and use the battery power in the city or traffic. Whether it's cost effective is another argument, but I think that's the reasoning behind it.
