Could these budget EV mini cars catch on here (if they conform to EU regs)?

Doubt it. Too much badge snobbery and prejudice against cars made in china. https://www.bbc.co.uk/news/business-56178802

High volume low margin car outsells lower volume higher margin car -- --- real shocker that one
Probably not because Chinese consumers are generally upgrading to these, either from nothing or from old fossil cars. British consumers will panic about range and badge snobbery. So the Chinese see them as a great improvement to their lives, the British will see them as a poverty spec embarrassment that will leave them stranded.
I've also noticed that British people are terrible at estimating distances, typically thinking things are 2x further away than they really are, so shorter range EVs are difficult for them to understand.

That's a good point that about range anxiety; a have a couple of friend who get in a flap about it and don't realise how far 100 miles is, relative to their 10 mile commute, the supermarket that is 5 miles away etc.
I drive a 3500kg van on occasions, Covid permitting. Regular day is 500 miles but it can go over 600. When GPS shows less than 100 miles to home, I know that I am almost there Hmm, a 110 mile NEDC range probably mean ~50 mile real-world for the longer range version. If they could sell it here for less than about £5k it'd probably find a market but I suspect it would end up being closer to £10k which would make it a very hard sell. That's assuming it can pass European type approval, of course.
It'd certainly be more than adequate if I wanted a simple, cheap commuter car.

Whilst I think it's a good idea for a cheap local journey car to be electric, it does little to solve the congestion issues in our town and cities. Many of these short journeys should convert to other methods.
Unless of course, we are happy to have congestion just without poor air quality.
