EU Regulations on Motor Emissions & Emissions Targets

I'm recently new to the forum and have a question on the EU Regulations on Motor Emissions that are being proposed (I think they've been put in now and are looking to be ramped up around 2020?)

I'm from the Devon area so I'm interested to know if anything is looking like it will be introduced anywhere else and if Brexit is going to affect anything (I assume we will still have to conform to EU Laws)

I've heard about Low Emission Zones (LEZ) that's been introduced in London and I was wondering if anyone had any insights on the EU Regulations and how these will effect us lowly motorists. From what I've read it seems like it will affect manufacturers more than motorists?

Key questions I have are:

Will Brexit affect it & would it change the way manufacturers have to act in the UK?

What would the impacts of these major regulations on emissions have against us the motorists. I sort of understand how it affects manufacturers but not sure about motorists.
