Anyone know if you have to pay duty on a second hand car from france ?

Its EU country so therefore under the agreement no EU country has to pay duty (or VAT on used cars) when exporting to another EU country.
Therefore if you bring one in from France, providing that it was registered in France and all duty and VAT was paid (which is most likely unless it was imported temporarily from another country into France, but it would not receive French registration I dont think), you would not pay any duty or VAT. Just make sure you get certificate of conformity or something similar so that you can register it here. All EU vehicles are assumed to be legal in all countries but I think you still need a certificate.

Good thing to check is the customs and excise pages as well as getting an import information pack from dvla. Check www.dvla.gov.uk.
