Agreed full power runs on the road arnt so bad as you can use track times, or gtech's etc to help plus widebands. Try part throttle low rpm tuning on the road though and you will find out why you "need" a dyno for that sort of thing. IMO a "proper" tune includes low speed operations as thats where a daily driven car operates for 95%+ of the time. Sure its not impossible, but you will need more years than you have in your life without the dyno if you want to tune part throttle.
