of course the face of the discs will rust over time if stood...the hubs will go too eventually...especially if the previous owners have used acidic wheel cleaning stuff like Wonder Wheels etc. I have the hubs on brand new discs rust within weeks after mistakenly using that stuff before.
On most new discs they do have a laquer coating on the hubs, so just make sure to use soap n water or Citrus based wheel cleaner to stop it happening in the future

Its the hubs, and yes as you say more than likely rusted from acid cleaners...shame they cant give a more durable coating to prevent this though.
Will stick with just soapy water on the new discs and a good drying off after
