OP, you shouldn't have mentioned shorts, now you have a 5-page thread of which only 2 replies offer any help.
On the subject of shorts, I live in Spain and it's pretty hot here now. When I first moved here (winter time) I commuted in the same gear as I did in uk, i.e. full textiles and proper boots and I was the only person doing it. Now it's warming up most people ride in t-shirt with no gloves. I see lots of people riding in shorts too. I've gone down to jeans and casual boots for the commute with a light jacket and gloves. On a weekend I'll potter with the missus on the back in just a shirt, jeans and normal shoes.
I think if you're just pottering around at low speed and minimising risks the chances of a serious off are pretty low. I can't bring myself to wear shorts still but full leathers or textiles would just be too hot and impracticable.

Turns out my hypocrisy knows no bounds as I just spent the weekend ttting about in jeans and a tee shirt and gloves and boots as it was 39 degrees and my bike is made of heat, and absolutely loved it. I'd probably have loved it less if I crashed, but as I didn't I didn't.
I think the thing we can all learn from this is that is it's ok to wear whatever you want on a bike, as long as you don't crash. If you do crash, wear proper clothes, or- at least- get changed as you crash.
