Tiny blisters on the paint ..

Hi All
I have just had my Chim repaired after some nice people decided to key the bonnet on the car in a super store car park
I got the car repaired by a prestige car repairer here in N.I. who has a state of the art spray booth and kit etc.
So here is the thing before the incident I did not have a pin sized blisters in the paint now after a first rate paint job some have appeared. Specifically on the leading edge by the TVR badge and on wings above the bezels. The guy is happy to do it again and sort it but is after ant specific advice on the process.
So as I understand it he is:

- Rub down to just on the Gel coat - Bake and rest in the warm booth over night
- Primer - Super clean, Bake and rest
- Flat and prime - super clean, Bake and rest
- Paint 3 coats of Brooklands Green
- Presume clear and finish

I know nothing about painting GRP vehicles but.....
Micro blisters I was told could be avoided if cellulose stopper/knifing putty is the first thing to apply to ensure any air pockets that exist are completely filled. If not over time when exposed to heat the tiny pockets of air expand and cause the blisters.
Whether this is true or not I cant say.
Or could it be oil in the spray air supply?
