lighting a gloomy office

We are 1 year into our 5 year lease on a rather large office which is a converted mill/grain store. The office is split over 2 floors with very few windows - this being the main enemy of the office and its gloomy interior.
There are low ceilings throughout and series of strip lights with the reflective bits (technical term) over the top of them.
So based on this poor description how would you improve the lighting in the office?
I have an idea about putting coving around all of the walls with led uplights built in that way there will be a diffuse light all around the office. Anything else? Desk lamps for all?

A swap of the strip tube for one with a daylight spectrum (like the SAD lights) makes a big difference. Really notice it in my corner of the office compared to the other (window) end which has cheaper tubes. These other tubes are quite a bit more expensive but cheaper than many other options.
