Hypothetical situation...
You are caught in a speed trap and sent a NIP. You return said form having filled in the "someone else was driving" section with Mr X's details. The scamera partnership then send a new NIP to Mr X. Mr X then returns the NIP saying "It wasn't me".
Assuming you and Mr X stick to your guns, what happens next?
