Kuga 2.0tdi engine misfire/hesitation/judder EGR problem?

I’ve been rebuilding a 2l Kuga for a while. All bodywork now completed and I’ve started engine service etc
Tick over was a little rough and uneven before I started and I noticed a lot of tiny air bubbles in fuel line.
Changed fuel, oil, air filters and oil.
Tick over is far better, no air in fuel lines but if I blip the pedal, engine appears to hesitate before picking up revs.
On a road test it appears to be missing unless I accelerate reasonably hard in 2nd or 3rd. At this point you can feel the turbo kick in and the car feels much more responsive. As I slow down the missing or hesitation re-occurs.
I'm sure the issue occurs in cars with the same engine, 2.0 tdci
I have read elsewhere, about EGR blanking, but not sure what to do , or even if its the right thing to do ?
