Outdoor tiles.

Could be stupid question but ....
On holiday I noticed the hotel laying a new path thinking it was small slabs/blocks on the finished part I was walking on but on closer inspection they were laying tiles onto a concrete base same as you would in a kitchen. The path was stunning but why do we use slabs and not tiles as abroad. Even a Google shop returns few tiles are silly expensive ones. Golf buggies and loads of traffic go over them so can't be a crack issue.
