Headlights, or lack of (not fog related)

Every night on my way home I see at least one car without headlights, often more. Me and others flash headlights or rear fogs and still they don't react.

It's an observation more than anything, but I wonder if it's related to the fact that newer cars have backlit dials all the time, and the driver thinks the headlights are on? Anyway, it seems to be happening more regularly than ever these days, sadly.
