Why the delay on potential punishment?

As the FIA have said they will wait until september 14th to deliver any punishment to the 7 Michelin teams I have been wondering why.
I hope I am wrong, but three races from the finish would give FIA the chance to set a penalty which would give the world championship to any team they fancied as the results to then would be a good indication of the final positions, and could be tweaked as required.
Also, maybe it is because Max is trying to protect his job.
These are my views, what do you think?
